Noel, David Wayne

David Wayne Noel, age 70, passed away on Monday, May 8, 2023, at English Meadows Senior Living in Blacksburg, Va.  David was born in Washington, DC, on May 26, 1952, to the late Mounce Frank Noel, Jr., and Thelma Gladys Howell Noel, along with his twin brother Gary.

He grew up in Alexandria, Va., and married his wife, Laura, in 1976. He earned a bachelor’s degree from Shepherd University in 1975 and an MBA from George Mason University in 1984. David served Stafford County, Va., as Director of Information Technology for 23 years, where he greatly contributed to the county’s advancement in all areas of information technology services. He was described as a caring and compassionate leader by co-workers upon his retirement in 2016. He also volunteered with Rappahannock Goodwill teaching computer skills to help people overcome barriers to employment.

David is survived by his wife, Laura Noel; children Kristy Noel (Miranda) and Nikki Raynes (Matt); grandchildren Jackson Raynes and Riley Raynes; and brothers Gary Noel and Jeff Noel. He is preceded in death by his older brother Robert “Bob” Noel. Anyone who knew him knew his kindness, especially his wife, children, and grandchildren who he loved very much and made very happy.
