Kathy Rae Frahm of Richmond, Va., unexpectedly died on Friday, September 14, 2007. She was born May 14, 1967 in Alexandria, Va. As an infant, she moved with her family to Stillwater, Okla., where she spent her childhood.

She was an honor student in Stillwater High School, graduating in 1983 with a 4.0 GPA. Kathy was a National Merit Scholar at Okalahoma State University receiving a B.S. in Accounting in 1989. She received her Jurist Doctorate from Marshall Wythe Law School at the College of William and Mary in Williamsburg, Va. in 1992. She was a member of the Virginia State Bar and had served as Chair of the Environmental Law Section. She went to work as a Policy Analyst for the Virginia Department of Environmental Quality. At the time of her death, she held the position as Director of Policy for the Department of Environmental Quality for the Commonwealth of Virginia. In this capacity, she worked closely with the Virginia Legislature and was highly instrumental in the passing of important environmental legislation. She was highly respected by her agency and the Virginia Legislature. Kathy enjoyed a wide range of interests including reading, classical music, theater arts, kayaking, canoeing, and being an aunt. Kathy was a lovely, talented, wonderful daughter, sister, aunt and friend.

She is survived by her parents, Richard R. and Joyce L. Farmer Frahm, Blacksburg, Va.; her sister, Lorinda Frahm Straley; brother-in-law, D. Patrick Straley; niece and nephew, Erin L. Straley and Chapman P. Straley of Christiansburg, Va.; and by her life companion, Steven E. Frazier of Richmond, Va. She is also survived by numerous uncles, aunts and cousins. She was preceded in death by her grandparents, Robert and Muriel Frahm of Morrill, Neb. and Harry and Vivian Farmer of Ashland, Neb.

A memorial service celebrating Kathy’s life will be held on Wednesday, September 19, 2007, at 1 p.m. at the Blacksburg Presbyterian Church, 701 Church Street, Blacksburg, Va. with Pastor Susan Verbrugge presiding. A second celebration of her life will be held in Richmond, Va. on Thursday, September 20, 2007, at 1 p.m. at a location yet to be announced.
